A bomb has been planted somewhere in downtown Vancouver. Simon is a Captain in the Vancouver Police Department, a highly decorated police officer who has managed to capture the terrorist, but the would be bomber refuses to tell Simon where the bomb is. Some of Simon's colleagues believe that due to the number of lives at risk, it is acceptable to torture this individual to learn the location of the bomb and disarm it before it explodes. Despite it being, technically a violation of his civil rights and against the law, Simon's colleagues say they will "look the other way" while Simon "strongly encourages" the captured bomber to divulge the location of the bomb.
If Simon doesn't torture him, his civil rights remain intact, but the bomb squad might not be able to discover the bomb in time to diffuse it before it goes off. What should Simon do?
