The Scenario – This is only for this assignment 

A Quantity Surveyor (QS) is an essential member of the design and construction team involving in roles such as contract and cost management, value engineering and providing clarification and advice on relevant construction legislations. Therefore, you have been engaged by the client, GM Group, to be working as part of a multi-disciplinary team to enhance value for the client on their project developments. The team brought together the numerous stakeholders involved to channel energy around a common purpose: to create a new community for east Greenwich. Delivering 50% affordable housing, high-quality design has been a key feature of the project. 

As co-investor, co-developer and delivery partner for the £250m, three-hectare brownfield regeneration scheme, we are creating a vibrant new destination, providing 686 new mixed-tenure homes. The scheme also created a new community hub with facilities including a leisure centre, library, health centre, adult education college and shops, all planned around an attractive town square. 

The photo below shows 361 residential apartments, maisonettes and town houses completed and occupied including public square, GP surgery, leisure centre, public library and retail space. This property is due to be renovation in July 2022 and there is a proposal to adopt Management Contracting procurement strategy. As part role, you are required to provide the services for the tasks below by providing critical academic discussion and relate them to the scenario project. 

Assignment Tasks 

Task 1

a) Discuss the Construction Act and its practical implication on QS practice with focus on cash flow and payment. In relation to this, discuss the Unfair Contract Terms Act 

b) Critically review corruption and unethical practices in construction with emphasis on QS practices to include the UK Bribery Act. 

c) Discuss the professionalism and ethical standards required from QS professional; and provide recommendations on how to mitigate any possible issues from the above. 

Task 2

a) Discuss the CDM Regulations and how it impacts on the QS role working for a client and contractor. 

b) Discuss the Building Regulation, the fire safety and in relation to the Hackett Report 

c) Critically review sustainability and green building in construction 

d) Finally, reflect on any of the following two legislations and analyse their impacts 

• Environment Protection Act 

• Clean Air Act 

• Climate Change Act 

• Energy Act 

• Equality Act
